On August 13, Wisconsin held its state primary, deciding the nominees for various federal, state, and local positions. In addition, there were two ballot questions presented to voters. Overall, administration went smoothly across the state. Turnout was remarkably high for a presidential election year primary at 26% of the voting-age population casting ballots. Despite this engagement, voter registration continues to lag slightly behind that of the 2020 election cycle, though the gap is shrinking.

Wisconsin, a state that is relatively evenly divided between Republican and Democratic voters, is commonly considered a battleground state, a key region for presidential candidates to win. Against the backdrop of such a politically divided state, election administration has been a priority for legislators. On top of this, ongoing legislative changes and power struggles–many of which were in response to the 2020 election–have complicated preparations for the upcoming general election. This report analyzes the 2024 presidential primary and spring election and the narratives in election administration that are developing within the state to situate the status of elections in Wisconsin as the 2024 general election nears.

Mail & Early Ballot Status

The number of ballots applied for, sent, and returned in Wisconsin, from early March through April 1, in both 2025 and 2023. In 2023, 505,000 ballots had been applied for and 502,000 had been sent as of 7:30am local time on Election Day. This year, 750,000 ballots have been applied for and 747,000 have been sent to voters. In 2023, 435,000 ballots had been returned by this point in the election calendar, compared to 675,000 this year. Whereas 175,000 in-person absentee votes were cast by this point in 2023, 363,000 have been cast this cycle.

This scatterplot plots each Wisconsin county's proportion of requested absentee ballots for the 2025 Spring Election (vertical axis) against that proportion from the 2023 Spring Election. In both cases, data was processed by 7:30am on Election Day. Counties along the diagonal line made up an equal proportion of the requested absentee ballots at this point in the 2023 and 2025 Spring Elections. Milwaukee and Dane Counties, which have historically been regarded as Democratic strongholds, comprise less of the total requested absentee ballots in 2025 than they did in 2023, while Waukesha and Washington Counties, which have traditionally had a Republican-leaning electorate, constitute a larger proportion this spring.

Note: This is not predictive of outcomes. It may simply be a sign of Republicans being more likely to vote absentee in 2025 than in 2023.

Voter Registration

This plot compares the total number of Wisconsin registered voters in each of the the six months before the 2025 and 2023 Spring Elections. Both years saw a spike in registrants in the data reported after a federal general election, and a gradual drop-off thereafter. In 2023, there were about 3,600,000 registered voters at the beginning of March. By comparison, in 2025, that figure was just under 3,850,000.

This plot shows how the total number of registered voters in Wisconsin has changed from each month of 2020 to the corresponding month in 2024. At the start of 2024 there were about 140,000 more Wisconsinites registered to vote than there had been at the start of 2020. That difference fell to only 50,000 more in April 2024 compared to April 2020, around the state's presidential primary season. The number has continued to fall slightly every month since May, reaching an advantage of only about plus 30,000 registrants in September.

The number of absentee ballots issued, returned, and cast in-person in Wisconsin in both 2020 and 2024, starting 50 days before the election (September 16 in 2024, September 14 in 2020) until about 1 week before the election. At this time in 2020, more than 1.4 million ballots had been issued to voters, plateauing about 3 weeks before the election. In 2024, nearly 650,000 have been issued to voters, and over 550,000 ballots (about 87%) have already been returned, compared to over 1.2 million (about 88%) returned by this point in 2020.
